Bush responds to Soviet referendum on preserving the USSR

Following the March 17, 1991 Soviet referendum on a proposed new Union treaty, President Bush issued a public statement urging that the vote be respected and expressing support for Mikhail Gorbachev's efforts to achieve a peaceful, negotiated restructuring of the Soviet state.

The response framed U.S. policy toward a rapidly changing USSR, signaling Western backing for reformist leadership and influencing diplomatic engagement during a pivotal moment in the Soviet Union's eventual dissolution.
