Firearm Owners' Protection Act signed into law

President Reagan signed the Firearm Owners' Protection Act (FOPA), a major overhaul of federal firearms regulation that included the Hughes Amendment restricting civilian ownership of newly manufactured machine guns.

FOPA reshaped federal gun policy by easing some recordkeeping and transportation rules while the Hughes Amendment effectively ended civilian access to new machine guns, producing long-lasting legal and political effects on U.S. firearms regulation.
