Germany's unrestricted submarine warfare resumes (effective Feb. 1, 1917)

Germany implemented its February 1917 announcement to resume unrestricted submarine warfare, allowing U-boats to sink vessels, including neutral and passenger ships, in designated war zones without warning.

The resumption sharply escalated the naval threat to American shipping and directly provoked the Wilson administration's move away from neutrality toward confrontation with Germany.
