Harding signs the Budget and Accounting Act

President Warren G. Harding signed the Budget and Accounting Act on June 10, 1921, creating the Bureau of the Budget and the General Accounting Office.

The law established the modern federal budget process—centralizing budget preparation in the executive branch and creating government-wide financial oversight through what became the OMB and GAO.
