Kennedy signs the Trade Expansion Act of 1962

President Kennedy signed the Trade Expansion Act, granting the president broad authority to negotiate tariff reductions and reciprocal trade agreements under the General Agreement on Tariffs and Trade (GATT).

The law enabled the Kennedy Round of GATT negotiations, marked a major shift toward liberalized trade policy, and gave the executive branch new tools to shape U.S. economic and foreign-policy relations.
