Kyoto Protocol adopted at COP3; Clinton administration welcomes agreement

Delegates at the UN Climate Change Conference in Kyoto adopted the Kyoto Protocol on December 11, 1997, and the Clinton administration publicly welcomed the accord as a major step toward addressing global warming.

The Kyoto Protocol was the first major international treaty to set binding greenhouse-gas targets, creating a long-running policy and political debate in the U.S. about commitments, economic impacts, and whether to ratify the agreement.
