Rivers and Harbors Act of 1899 enacted

Congress enacted (and the President approved) the Rivers and Harbors Act, establishing federal authority over obstructions and work in navigable waters.

The 1899 law created enduring federal regulatory control of navigation and waterway projects (including Section 10 and the Refuse Act), forming the foundation for later water and environmental regulation.
