Roosevelt orders establishment of the Neutrality Patrol

President Franklin D. Roosevelt directed the U.S. Navy and Coast Guard to begin a Neutrality Patrol in the Atlantic to monitor belligerent warship movements and report threats to American shipping.

The Neutrality Patrol was the first substantial U.S. maritime action in response to the European war, asserting American neutral rights, protecting shipping, and shaping naval practice that would influence U.S. Atlantic operations prior to entering World War II.
