Signs Religious Freedom Restoration Act into law

President Clinton signed the Religious Freedom Restoration Act (RFRA), which barred the federal government from substantially burdening a person's exercise of religion unless it demonstrated a compelling interest and used the least restrictive means.

RFRA marked a major expansion of statutory protections for religious exercise at the federal level and set the stage for later constitutional and statutory disputes over the balance between religious liberty and government regulation.
