Union of Soviet Socialist Republics proclaimed

On December 30, 1922 the Russian, Ukrainian, Belorussian and Transcaucasian soviets signed the Treaty on the Creation of the USSR, formally establishing the Union of Soviet Socialist Republics.

The USSR's formal establishment created a new, powerful communist state that posed long‑term diplomatic and ideological challenges for the Harding administration, which maintained non‑recognition of the Soviet government at the time.
