Baruch Plan presented to United Nations Atomic Energy Commission

Bernard M. Baruch, speaking for the United States and with President Truman's backing, presented the U.S. proposal for international control of atomic energy to the UN Atomic Energy Commission (the 'Baruch Plan').

The proposal set the terms for early postwar nuclear diplomacy—its rejection by the Soviet Union helped foreclose international control and contributed to the onset of the U.S.–Soviet nuclear arms race.
