Carter signs the Refugee Act of 1980

President Jimmy Carter signed the Refugee Act of 1980 into law, establishing a uniform definition and admissions procedure for refugees and creating the Office of Refugee Resettlement.

The law reformed U.S. refugee and asylum policy by aligning it with international standards, creating a permanent federal resettlement program, and setting procedures and ceilings that shaped refugee admissions for decades.
