Hoover signs the Emergency Relief and Construction Act

President Hoover signed the Emergency Relief and Construction Act, authorizing federal loans for public works and limited direct relief through the Reconstruction Finance Corporation.

As the first major federal relief measure of the Depression, it expanded RFC authority and marked a significant, if limited, shift toward federal involvement in relief and public-works financing.
