Johnson transmits civil rights bill to Congress

President Lyndon B. Johnson formally sent the administration's civil rights bill to Congress, urging lawmakers to pass legislation to outlaw racial discrimination.

This transmission set in motion the legislative process that led to the Civil Rights Act of 1964, a major federal step against segregation and discrimination in public accommodations, employment, and federally funded programs.
