Signs Help America Vote Act into law

President George W. Bush signed the Help America Vote Act (HAVA), providing federal funds and new standards to modernize and improve U.S. voting systems and election administration.

HAVA was the largest federal election reform since Reconstruction, creating the Election Assistance Commission and setting nationwide standards to reduce voting machine problems exposed in the 2000 election.
