United Nations Security Council establishes ISAF with Resolution 1386

The UN Security Council adopted Resolution 1386 on December 20, 2001, authorizing the creation of the International Security Assistance Force (ISAF) to assist the Afghan interim administration and help maintain security in Kabul.

ISAF created an international, UN-backed security presence that marked a major multilateral commitment to stabilizing Afghanistan after the U.S.-led invasion and shaped subsequent NATO and coalition involvement.
